Here are the Release Notes for Update 46 Patch 2, released on Wednesday, June 3rd.

Several places, but specifically in the «News» section of the launcher itself right behind the window with the «The Geme is Down» message.
Rather than click OK in that dialog, drag it up a bit and you’ll see the entire message in the launcher.
They also post to their FB and Twitter and such.

Well the launcher closes after the pop up message appears so I wouldn’t have known that.

Error: The game is currently down
Hello everyone,
After yet another break I again decided to come back to this game. Around a year ago I was able to run the game fine on this laptop, but when I try to reinstall it now it doesn’t work.
When I click the launcher, I only get a small screen which says Error The game is currently down. When I click ‘ok’, the small screen shuts down and nothing happens. I tried running the LOTRO installer, which lets me do an update/repair option, and then the game seems to be running initially. It starts to download some updates and the loading screens, but after that it tries to download or update the Turbine launcher (I think) and I immediately get the same Error screen.
I really hope someone can help me with this, thanks a lot in advance!

Did you check your firewall Heuristics logs? Quite common for some firewalls to block LOTRO as suspicious, that would agree with the server down message, as the game wouldnt be able to connect.
The firewall doesn’t seem to be the problem. Even when I turn it off, I can’t launch the game.

No, I used the same installer as the one you linked.
Firewall might have written to the «Hosts» file, so always check; if it has, it doesnt matter if the firewall is active.
2 /ISP routing issue run a tracecert to see how far the packets get before failing; then talk to your ISP
Some ISPs will deny any blocking, then miraculously a short while later the block is gone; others have incompetent staff who dont have a clue, and it can take some time to find one who can give an authoritative answer.

IP blocking is sadly becoming more common, but still fairly rare outside of Eastern European countries.
Routing issues do happen, and dont always get picked up.

Ah, I didn’t know the hosts file worked that way. I checked it and the file is empty. I also don’t think it’s related to an IP ban or any of the possible problems with the ISP, as I tried it on different networks already.
To me it seems that there is a local problem on my laptop. I already tried re-installing the game, but I realize now that some (possibly corrupt) files may have been left on my computer after uninstalling. I will try tonight to completely rid my computer of all files related to LOTRO, and then re-install.
I will let you know how it goes. If someone has any other ideas that come to mind before I try re-installation tonight, feel free to post it here of course.

Оно отображается в верхней строке программы и препятствует загрузке любого контента. На форумах много горячих споров, связано ли это с конкурентной игрой (чаще указывали на Sonic Mania), Denuvo, неправильной настройкой от Sega и т. п. Мы не будет занимать ни одну из позиций, но самое логичное объяснение ошибки заключается в том, что многие игры требуют первичное подключение к серверам Steam. Даже если они могут работать офлайн, нужно войти в онлайн режиме в первый раз. Если произошла ошибка подключения, это сделать не удалось и появилась ошибка “В настоящее время Steam работает в автономном режиме”.
Основной способ исправления
Изначально техническая поддержка Steam утверждала, что проблема на стороне пользователя. После длительной переписки, они отчитались о выходе обновления с фиксом неисправности. Тем не менее она продолжает появляться и спустя 5 лет (первые заявления появились еще в далеком 2016 году). Один из пользователей предложил интересный способ, который сработал практически у всех, мы его опишем ниже.
Дополнительные решения
Несмотря на то, что предыдущий способ сработал у многих, у нас нет основания считать его панацеей. Некоторые пользователи написали о положительном результате от нескольких других действий.
